Preheat oven to 350 degrees. Grease a 13x9-inch pan or casserole dish.
In a medium saucepan over medium-low heat, whisk together the half and half, chicken broth, flour, onion, garlic, salt, and pepper, stirring constantly until slightly thickened (about 4 minutes). Remove from heat.
Layer half of the potatoes in the pan, making sure to cover bottom.
Sprinkle with turkey and 1 cup of the cheese. Then layer with remaining potatoes. Pour cream mixture over layers. Cover with foil and bake for 35 minutes,* or until potatoes are almost tender when pierced with fork.
Remove foil, top potatoes with broccoli and remaining 1-1/2 cup of cheese, and bake, uncovered, for an additional 15 minutes.
