Cook spaghetti according to package directions; drain.
Meanwhile, combine garlic, ginger, soy sauce, brown sugar, oyster sauce, sriracha, and rice vinegar in a medium bowl. Set aside.
Heat canola oil in a large skillet or wok over medium-high heat. Add beef strips and saute until browned. Remove from heat.
To same pan, add broccoli florets and add about 2 Tbsp water. Steam broccoli until crisp-tender. Remove from heat (you can add it to the beef strips).
Add more oil to pan if needed, then add bell pepper and onion. Saute until crisp-tender. Add snow peas and carrots and saute for an additional 2 minutes.
Add beef, broccoli, and noodles to bell pepper mixture. Stir sauce and pour into skillet. Toss to combine and coat noodles. Divide onto 4 plates, top with green onions, and enjoy!
